Timing belt help

Im changing my T-belt and everything is TDC except for the Cam gears. Do i need to spin the crank to get the cam gears to spin to TDC? If not than how do i get the cam gears to TDC? Please help me i need to get this fixed before night fall.
EDIT: i tried to turn it with a socket and wrench and it will turn just not all the way around? I have a feeling this means that im having Piston to Valve contact....Is taht right? SO that means BENT VALVES and BYE BYE HEAD.....
Someone help me out here and tell me some good news.........

The old belt broke while sitting at a redlight. And i gave it everything i had to turn it and it would only budge about a half a turn. Everything is set to TDC and was before i ever tried to move the cams. Any more help? Before i go buy another head/....
Clue me in...The timing belt is off im not following you...To put it on there are 2 main pulleys slip on to 1 and use stretcher to spin and crank to the other...If only if only.! Name you next car after your current gf she will feel special!

The timing belt is off my car. I know how to put it on. THE PROBLEM IS MY CAMS WON"T SPIN. They do a half turn and thats it. Im just afraid if i force them to do a full turn and be in the UP position than i put it all together and the car don't run or run's like ****, im going to be pissed for wasteing my time when i could have just bought a head and swapped them out.

I'd believe that the valves we touching the piston. Turn the crank so all the pistons are at half way down the cylinder bore... crank timing mark at about 7 or 8 o'clock. Line up the cams, turn the cams to TDC on No. 1. Slowing turn the crank to TDC on No. 1. It still may touch so be careful.
