Default HID lights in japanese accord...........very dim???

Hi my girlfriend has a japanese honda accord with an HID system. It has phillips bulbs, but I don't know which brand of ballast/ignitors are used. When she first got the car the drivers side headlight was very dim, but the passenger side immitted a very bright and white beam. But recently the passenger side has gone dim also. Basically both lights are only bright enough to make the car visible to other vehicles, but there is practically no beam. In the day light, the headlights are barely noticable when they are on.

Is this a problem with the bulbs, or the HID ignitor/ballast????

how are they wired up? with a harness and relays or no? either way, you shouldn't rock HIDs without a retrofit or atleast sheilds. and thats part of the reason why you have no cut-off. educate yourself on http://www.hidplanet.com/forums

She bought the car with the system installed..........what should i do take the headlights out cause they are HID. I'm not sure if these are aftermarket lights. The ballast were installed very neatly and secure inside the back cover of the headlights and looks factory. This is a 1997 right hand drive accord (different body style from the american accords).

take a few pics to see what we're dealing with. i would suggest disconnecting them and testing out the ballast. check out the fuses under the hood. i know that when mine blows it "clicks" but never comes on.

There seems to be a slight crack in one of the bulbs. I just realized that there is a small bulb in the upper corner of each of the dim lamp housings and its those bulbs that actually come on to give the headlight its the very dim illumination. So the HID system is not on at all.
