i have an 05, i got skunk2 springs they can be installed with hand tools in your drive way, air tools are recommended
that was my very first mod, Intakes don't do a WHOLE lot...in fact in my car i lost bottom end and gained top end with my V2...i dropped 600 for the exhaust and test pipe....BUT....you could just have a muffler shop put a 2 1/2 inch mid pipe in place...and thats a big bang for the buck.....just giving you my personal experiance....if you got a 600 budget....then buy springs *NOT SLEEVE OVER COIL OVERS...waste of time, and blow out your stock struts prematurely and ride like **** then a nice set of 17 inch wheels....thats my opinion only....you do what you think is cool

If you want to start with a mod you will actually notice by itself, go with the suspension. You can get the Honda Factory Perfromance setup for about $475 shipped from collegehillshonda.com. This will drop the car about an inch and make more fund to drive, not to mention it's Honda parts.
The old i/h/e tends to make the most power when you have all 3, meaning just an intake will make more noise, but not much actual power. When the time comes I would consider a good drop in filter with header and exhaust. Then you get Hondata and whatever you put on the car can be tuned. After than you can start kicking around a supercharger or Chunky's A3 cams or whatever you want on the car.
Just start with the suspension.

Suspension -- HFP, Mugen, or better. If you're going to be tracking the car, you'll be able to justify the adjustability of some full coilovers. Also, look around at sway bars; thicker in back & thinner in front will lessen understeer.
Exhaust-wise, your options open up when you figure out that systems made for the JDM Type-R EP3 will fit pretty easily if you use a header & cat (or aftermarket parts) for the RSX Type-S.
Intakes: CAI = broadest power gains, risk of hydrolock; V2 = somewhat less gains, safer to use; SRI = cheapest, narrowest gains.
I'd suggest choosing intake & exhaust based on your long-term plans for the car. Going with turbo, supercharging, swap, or building up the A3 will determine what parts will be worth your while. Try not to buy the same component two or three times.
Um, hmm... Oh yeah -- lighter wheels & grippier tires. For performance, there's no need to go any bigger than 16" rims unless you're getting a big brake kit.
