It really depends. I would have to see the damage to determine the proper fix... you could take cut out a piece from another car at a junk yard or something... or you could Just grind it clean, fill it and paint it right up.

my civic has some major rust on the back panels, we took some duct work and riveted it with the old metal(after grinding all rust) formed it, then put body filler over it....but that guy is right, the rust goes deep
Mine just got a **** load of rust cut out...
Bodyshop replaced rear fenders (inner and outter fender walls) and the front and rear rockers where rusted out and I didnt even realize they where...
