dyno tuning quick quick questions?

dyno tune qustion?help?
i heard when a car is dyno tuned or street tuned good enough, when racing a couple times you can park next to your apponents car and touch the heads of the motor and tell that the dyno tuned vehicle is way cooler than the other non tuned motor.is this true?and what do they exactly do to the motor when dyno tuning?
