C.A.R.B.?
I took the advice of Honda-Tech members and bought a "ebay" cold air intake and replaced the air filter. I bought a K&N filter and it came with a little sticker that looks like a stop sign, saying something like this is a Non-disposable air filter...bla bla bla.... Does that mean my intake is "legal"?
The purpose of the sticker is to place it somewhere noticeable in the engine bay, so some idiot at Jiffy Lube won't try to change out your air filter. (Only useful if you use a drop-in filter in the stock air box.)
if you had a carb sticker it would say carb on it.
its really up to the smog tech when he does the visual inspection. the last 2 times i went in 4 yrs the tech didnt even bother to look for the sticker even though i did have one.
this yr is going to be a little bit tricky with the turbo setup...
it really depends on the smog tech is lenient or if you got some sort of hook up.

The C.A.R.B # wouldn't be on the filter, but on the intake pipe. As mentioned, it's really not a big deal. Most places won't care about an intake and will pass you w/o any problems. Ask around among friends that have modded cars and see where they go to save you any hassle.
Example of a state inspector with a telephone pole up his butt:
I remember a place near my apartment here in Houston... Damn state inspector was a bitch. He said my AEM SRI didn't pass inspection b/c the air filter was not enclosed in some form of box, and said it was "an emissions issue". I was like, "Excuse me??" I used to be a state inspector for the shop I worked at, and now maybe I overlooked that in the rules, but I don't remember any kind of bullshit rule like that.
