Default idle surge trouble ?? need help its got to go 300miles tonite

ok i was puting on a wet nos kit. so i have had my ecu chiped for 3 degress retard on the timing and disable the o2sensor.(p28). any way i tried taping the fuel rail for the fuel for the wet kit but it leaked on the way home. i hit it llike may a 3 times in like 1-2 second burst. and then all of the sudden it went crazy and started idleing at like 4 grand. so i bearly made it home. the next day i put a new rail on it and put it back together without the nos. then it stared to do it agian once i got the new rail in so i took out the chip so it would run limp mode. because it was only idleing at 2 grand on limp mode. so then i got a p06 non vtec ecu and tried it it runs fine other than the idle surge from 1-2 grand. it also makes like a wining noise its not a vacum leak though not sure whats wrong. i also put whole can of seafoam in the engine and the gas to clean it out. not really to much of an affect.

thanks
nick
