Default over heating problem

I have a 1986 Honda Civic that water is shooting out of the radiator cap. Is it the thermostat or water pump

Lol, well that's not good! If it was a water pump problem then I would assume there wouldn't be any flow, the fact that it's pressurizing pretty much says that the water pump is at least working. It could just be your radiator cap, if you have one on there that is a lower psi rating than what you need or it is bad. I dunno, does "shooting out of the radiator cap" really mean that you have a fountain under your hood or is it just leaking?

if you have the cap on,the water comes out the sides of the cap

Things to check,

How does you cap look ( you may want to start by considering replacing it.)

1.) Is your engine overheating before it starts to **** out by the cap?

2.) Is your fan turning on and turning off?
your fan should turn on when your engine warms up, once it cools off enough the fan turns off, when it heats up again, the fan turns on again.. an so on and so forth

then start checking fan switches, fan fuse/operation etc
