Default Weird timing problem!

Well i just sold my cams and put stockers back in. When i put the timing belt back on i couldnt get it to tighten up properly. It also seemed like the gears didnt want to line up right. I tried everything i know of to get it tight...even used a clotheshanger on the tensioner...but nothing would work. Well i finally got it where it should be and got it tightened up. I went for a drive and when i got home it was flopping around again.

Im guessing that its either the tensioner is fucked or the belt stretched. I dont think its the belt thought because its an OEM belt that only has like 10k miles. Has anyone had anythign like this happen to them? If so then how did you fix it?
