Yea it can be fixed, easily
If your going to flatblack it againe yourself it might be easier to replace the panal.

I dunno can't really tell, but do you think a cheap paint place like maaco could hammer it out, and fix the peice above the bumper? STraiten it

I dont know nothin about "cheap shops" I work at a real one
Its definetly a easy fix its just some might charge you less to fix the damage and some might charge you less to replace.
