Have you tried a paint cleaner yet? Such as a Meguiars step 1?

You should get the car buffed then w/ a heavy grit compound. Go see a pro if you're afraid to try it yourself or don't have the product/tools/know how.

yea its gotta be buffed for sure clay bar wont work. i detail cars for a living and have to buff out water spots all the time and its a bitch. i wouldnt recomend you do it cause black is the hardest color to buff cause you can leave swirls and thats a whole nother story. deffinatly take it to a detail shop or body shop tell them you want it buffed.

Well if it's a reputable place they should be able to give a fair idea of what can be done. Get a couple of opinions. Tough to give advice w/o seeing the car. You can also try detailing shops. It doesn't have to be a collision center.
