Default Turbo rebuild

Im near Columbus Oh, I have a garrett turbo that doesnt spin and is in dire need of a rebuild. Every place Ive checked wants about $350+ to rebuild!!! I only paid 360 for turbo, b-series manifold, downpipe, high pressure fuel regulator, and the intercooler!!!! Any suggestions? Willing to ship if saves $$. I think its a T3/T4 something that size.

Likely the high price is due to replacing the cartridge as well as the seals. Just a seal rebuild kit is like $80. With the shape the turbo is in, best bet $ wise is to try to get some cash off it and just buy a brand new one. A good lesson in making sure oil supply/drain is done well so you don't run into these type of situations in the future.
