Default Couple EF problems

I have a 91 hatch with a semi built jdm b16. Ever since I bought the car, I have to let it warm up before it will run right...hot or cold. That is one of the problems. Then I have a fuse that keeps blowing. It is the one for the instrument panel and the taillights, Maybe somebody can help me. By the way it is for sale.

the fuse that blows for instrument lights and tail lights usually can be traced back to a bad radio install, usually the wire that dims the face is shorting intermittently or not hooked up at all to the deck and shorts out intermittenly

Well the fuse just started blowing last week. I have had the car since last december. Could that still be the problem?

Check the grounds behind the instrument panel. Double check the wires. If they're old ones, check them all and carefully.

Check out the cigarette lighter wires too.

What about why I have to let it warm up everytime before it runs right without shutting off?
