Does it only smoke while it's cold? If you're losing a quart a week, it's probably rings... and I know you're going to tell me "I did a compression test and it was 170 across the board", it doesn't matter. When does it smoke? In my experience... cars that smoke really bad on cold starts and stop after they're warmed up have bad valve guide seals. Mazda's and Hyundai's are known for this problem. Honda's are known for rings going bad, unless you dropped a guide seal completly... then that's a different story.

oh no no-my rings are ****- my block is getting sleeved and new pistons are on order-leak down test showed over 20% on two of the cylinders

When i first got my fresh bottom end 2 years ago (pistons+rods) from the first day it leaked a 1qt of oil a week....yea for two years a qt of oil i bought a week

We used a head that as used but we ported polished and added a cam....but i dont remember checking if the valve seals were in good shape....so i was kinda thinking that was the cause...?

Unless they're damaged, it'll be hard to tell by the eye alone. Machine shops have tools that can measure that kind of thing, but if it's apart you might as well replace them anyways. Better to do it now, then have to take it all apart again later.
