most likely your fan/s arent kicking in. when you drive air blows through your radiator/condincer and keeps it cool. your car has two fans one on the condincer/radiator, and one on the radiator. so if your car is overheating then neither are kicking in, but if its normal temp then only your condincer fan isnt kicking in.

why would coolant have anything to do w/it? do you mean freon? if so you should'nt need it. if you ac cools while you are driving then it should cool at a stand still........if your fans work

things that cause hot air while trying to get cold A/C:
bugs, and debris in your condensor.
fans not working
air blend door not working properly (whether its cable misadjustment or vacuum line problems)
and other less likely problems.
edit: rev it up next time you're sitting still. If revving it helps, then you may need to top it off with refrigerant.
