Default Precision exhaust housing question

I was mating my precision turbo up with my inline pro manifold and noticed that the opening for the exhaust housing inlet is smaller than the opening for the inline pro manifold. I wanted to use a dremel to open up the exhaust inlet somemore but notice that there is some type of coating in the inside of the exhaust housing.

I guess my question is, is it some kind of coating to keep the heat inside the housing? If not, i'll just go ahead and open up the hole somemore. Thanks!

Actually inline pro makes them a little bigger. I'd open up the hole a bit.
