Default Rear brake caliper problems

I recently bought a gsr rear disc conversion but the calipers were disassembled. On the spring where the e-brake attaches to, it is really hard to pull the bracket to engage the brakes for the e-brake. My question is, is the bracket that holds the ebrake cable that enables the piston supposed to be easy to pull? (Bracket that the spring goes on top of). The brakes are not assembled on the car so the brake line is not connected, if that helps any.
Also, the inside of the calipers appear to be black and greasy, is that normal?
If anyone can also include a diagram of how to assemble the rear caliper, that would be great. Thanks.

Clean the inside of the caliper with brake fluid & a rag to get rid of that nasty black deposits.
