here's the deal I have a turbo xs dual stage boost controller and the car wont stop boosting no matter what the settings are at. the only thing I can think that could cause this is that the BOV is tied in to the same vac line as my wastegate any help would be appreacited thanks.

That's a sign of incorrect installation. Check the lines going to the wastegate and use a single source for vacuum.
