Default Whatīs up with my ECU ?

I recently completed my B18C GSR swap in my 89 CRX. I had bought a stock (at least I was told it was stock) P72 JDM ECU for my engine , however on my first testdrive I noticed that VTEC did not engage until close to 6000 rpm , isnīt stock GSR crossover supposed to be at 4400 rpm ?

After installing my VAFC2 I could see that the VTEC crossover was set at 5750 rpm , does this mean my ECU is chipped or otherwise tampered with ?

I am also getting a code 20 for ELD since my car does not have a ELD as itīs a european model. I have heard that only USDM ECUīs have ELDīs , is this correct ? Does this mean itīs not a JDM ECU ?

Any input on this is welcome
