Default timing way off!

Ok so I have this project. CRX with jdm b16a obdo pw0. It runs but I need a new tranny. Anyway my ignitor went out and my friend hooked me up with his dizzy and I installed it. I try to turn the car on to see if it will run and it made some crazy sound by the cranck. I looked at the cams to see if it was on timing and one was a half turn off. Belt is new and snug. Probably a dumb question but can installing a dizzy improperly make the timing belt jump time? I think theres damage cause the exhaust cam I can turn with the belt off and the intake cam wont turn. Any guesses on what Im gonna run across now and estimates of how much it will cost to fix. I sold my dying running car to fix this up and now this. so now im out of a car till I fix all this and right now im beggining to wonder if my 800 dollar budget is gonna be enough.

I think you may have just built yourself a time machine!

Sorry this post is useless, just thought it was funny.
