Default 99-00 Bumper on a 96-98

How can this be done? Im thinking there must be adjustments/modifications made to suit the bumper/chassis. I think it looks pretty sweet. I was wondering whether anyone knows how this can be done. Any information is greatly appreciated.

Damn. I'm stumped. I've never seen anything like this before. Bump for you, though.

from what i understand the top of the 98 bumper was cut and molded to the bottom of the 99-00 bumper...looks pretty sick in my opinion.

Definitely looks sick, I like the 9698 jdm headlights (w/city light), but really love the look of the 9900 fogs, so this is a great package!

Then again, so are EGs with 9900 Si fogs!

And Thailand is teh win, all hooked up Hondas I see from there have fully tinted windshields!

Looks really weird because the center of the bumper is really...big, you know... the place where the license plate is suppose to be on the OEM bumper.
