The BAR or the California ARB (I forget which) states that you can replace the motor in your car as long as it is the same year as your car or newer and it is out of the same type of vehicle passengre car motors into passenger cars, SUV motors into SUV's. It can even be a motor out of a different make/model, as long as it is the same year as your car or newer.
As long as the motor is also available for sale in the US then it is legal. Since a 94 B18C1 was sold in the Tegs in the US, a B18C out of a JDM 94 Teg SirG (JDM GSR) is also legal. All smog equipment has to be in place as well, and ans long as the motor isn't a polluter you should eb able to pass the sniffer test.

If you spend, say, $3000-$4000 to swap in a legal motor and you fail at the ref, it's not like you can't have the motor. You just have to go back and correct the problem and then retest at the ref. Also, it is perfectly legal to put in a larger motor. Many of us have done it.

As was already stated;
You can install a <U>car</U> engine in your car that is the same year or newer as the chassis. The engine has to be a federalized legal engine or converted to federal specifications. You have to install <U>all</U> the smog related items for the engine.
So here are the kickers;
If you install an 95 GSR B18C, you also have to convert the complete fuel management system to OBD1! The ECU has to be the correct one for that engine.
If you wanted to install an H22, then you would have to convert the car to OBD2. (which is harder from what I understand)
You can only install aftermarket parts that are CARB legal to the engine.
You can NOT install an engine that was in what CARB considers a truck or suv. In other words, a B20 engine will not pass.
If you did the conversion completely and correctly, going to the referee is not bad. Once it's done, any follow-up smog checks are based on the engine type and can be done at any smog check station (the referee puts a sticker on your car stating how it should be checked).

seriously u live in a fucked up state. we have no problems whatsoever where I live VA. U could take a V8 and put it in a Geo Metro. Nobody gives a rats *** as long as you do the normal **** legal tags, city stickers etc. CA is ownd by the Liberals. thats why U are fucked.
My heart goes out to you Cally guys...thats got to suck. From what I understand Charlotte, NC is doing away with emissions come 1/1/2006. But all they can about here is emissions they could care less what motor is in the car.
All I have to say is that even thought we have the toughest smog and emission laws I'd still rather be out here where the damn sun shines almost 365 days a year and still be able to breathe the air.

Here in ontario, you have to have ur car e-tested every 2 years. its easier on us because if we have an engine swap, all you need is a letter from the dealership stating that the engine wasnt available for that year/model then they test the car as a hot-rod, thus making it easier on us to pass emissions because theyre not as strict.

Like some people said above, conver the fuel system and emission system. If after that you can't pass, weld an extra cat. I've seen it work.
Seriously. Oh and deactivate VTEC. When i smogged mine, the guy was at like 5k rpms for like 10 minutes.
