No oil to the head but oil at the filter - b16

Default Fresh block, no oil

Just bought a new 1g B16 block and swapped my old 1g B16 head onto that with a new P30 head gasket.

I had to install the oil restrictor from my old block onto the new one and swap on the oil pan and oil filter/cooler mount. The new engine was missing these.

There's no oil at the head, and no oil coming from the turbo oil feed at the oil pressure sending unit (it's running into a bottle for testing), but there's tons of oil at the filter. So much pressure in fact it blew oil past the oil filter seals with the car running.

I can't see how it has pressure at the filter and no pressure at the sending unit. Thoughts? What did I f*ck up putting this in? Or is something wrong w/ the block?
