Default Bilstein Sports Length? Shortened?

I have a set of bilstein sport shocks that are supposedly shorter than HD's. Is this accomplished by using a shorter body or shaft.

What is "shortening" accomplish? Keeps the rod from bottoming in the shock or more travel before bumpstop hits the body?

I am go to run them with neuspeed softsport springs.
