Default throttle body problems hi fluctuating idle help

I recenetly got my throttle body back from maxbore, installed it, and am haveing trouble. I have checked the tps and it was set at .5 volts at closed. This is what the helms manual says is cool. My original ( I bought a spare to get bored) was set at .45v closed. Not wanting to mess with it I figured I would give it a try as is. I reset the ecu and let it idle. the idle never came below 1200rpms and if you stepped on the gas it would fluctuate up and down. My wideband tells me its cutting fuel off then putting it back in. I then adjusted the tps to .45v closed same deal I played with the idle screw same story. When I look at the butterfly I can see light all the way around it when it is closed all the way. Is this normal? Is there too much clearence around the throttle plate? did I get a bad bore? Or am I missing something. oh yea its a 2001 civic d17a2.

swapped iac valve and it was fine, doh!
