Engine Swap on EM1 HELP!

I recently acquired an EM1 which is a theft recovery, all that was taken is the complete swap minus the ECU.
I'm now debating on doing a SOHC VTEC swap which would use a complete swap JDM D15B from HMO since $$$ is a big concern to do a USDM B16A2.
Would this work (run) on my car (i know the smog technicalities, wont pass) and what "other" things would I need?
Let me know if i'm wrong or missed something on this list:
1. Use D15B swap
2. Use P08 ECU (OBD-1)?
3. Use stock SI ECU and use obd1 engine harness, and just convert the ecu plugs to obd1.

best thing would be to find a full 99-00 d16y8 ex swap
or you can do a obd1 d15b, but you will need to change the mounts
you have to use the 99-00 wire harness(si or ex)
you can use a 99-00 p2p ex ecu or do a obd2-1 conversion harness and run a p28
or you can do a obd1 d15b, but you will need to change the mounts

What if I put a 98 LS swap, would it be a direct bolt-on since the engine mounts, engine harness (OBD2) is the same? I know I have to use the LS ECU to swap out my 00 SI ECU, right?
If this is kinda confusing, let me kinda clear it up... i'm trying to buy this engine:

ok i have this swap in my car, so you will havet o get motor mounts, the harness on that car you cannot use nor the computer w/oout changing some things. that harness is for an obd2a car and the em1 is an obd2b car (had this problem) so just get a harness for the 99-00 civic range, any of them will work (i am using a 99 civic si b/c i planned on going ls/vtec). i converted the engine harness plug at the ecu to obd1 and using an obd1 ls computer, i just turned the throttle cable bracket over for the ls little tight but it worked. and good luck
