I have a 92 Hatch w/ JDM H22. Well on the way home in the downpour and hail something happened. When I stopped at a light, my rpm's would go down. All the way till the car died. I try to start it back up and the car sounds like it does when it don't have gas. My check engine light keeps flashing and the car sounds like **** when i keep throttling to keep the car running. Any tips to what it might be??

Pull the code on the check engine light.
It's either a wet sensor/wire/harness plug/etc or you probably sucked some water in the engine and need to change your plugs. If it's only this... consider yourself really lucky.

without diagnosing it I would guess its an electrical problem
probably a grounding problem... check all grounds and clean then, check wires, plugs, cap, rotor, and all the zap zap shiz.

Ok, its stopped raining. The car starts and idles better but still can't go past 3000 RPM without sounding like **** and cutting off. Also, the check engine light is still on. Any other ideas. It also sounds like I got an exhaust leak someway after the cat.

oh and just for ***** and giggles, pull your injectors and check their spray pattern... perhaps the rain isnt connected and your having fuel issues at high RPMS.
Listen to me... pull your code first. Then I would advise that problem then:
Pull your spark plugs, unplug the dizzy wires, and crank the car over with the gas pedal engaged (WOT). That way, if you have water in your cylinders, it will shoot out. Then replace your spark plugs with new ones.

also by chance do you have a msd or aftermarket ign? i had a prob when my msd got wet, it then did this, misfired and all that. i worked on it in the blazing sun of daytona for hours. changed plugs cap roter all that. then found out it was msd. crazy thing, as soon as i pulled the ign box off the car, but still electrllly connected it would run, as soon as the box hit metal it missed. i had to wrap it in a towel to get home. then it died like 20 mins from my house(8 hr drive) i had to cut wires and splice stock ign w/blaster coil on the side of the road.

check all the wires around the throttle. their might be one that is cut and you got water in it and shorted something out. make sure everything is tight and in the right place. i have the same setup and mine only ran like that when the **** valve was undone.

did what it says on the sticky. Got nothing. My mechanic said my converter is clogged. That is causing me the rev limiter to come on at 3000RPM. Took off the downpipe below the header and i no longer get a cell.

got the downpipe reconnected and its running. the idle is rough and when I give it gas, the rpm's come down slow, sticking at some points. Any answers to that??
What exactly do you mean by sticking? Like how bad do they stick?
It might just be an effect of the extra flow you got now with no cat.
I'm guessing you already resetted your ecu because you no longer have the code (unless you used a scanner and erased the code), but if you haven't try resetting it so your computer relearns and compensates for the extra flow that you have freed up. It might help, worth to give it a try

thanks, I got a new cat on it. when i rev to say 4000 it slowly comes down and will stop at like 3000 and then 2000 or something like that. Will stop for a few seconds then continue to drop.
check your throttle cable and throttle plate and make sure is not sticking due to excessive carbon build up...
I have an issue like that my self, but it still sticks a little bit but in the lower RPMs, I'll clean it out when I do my head work

Anyhow If it is try some WD40 on the cable part of it and the return spring of the throttle return. And try using some Carb clean on the throttle body to clean up some of those carbon deposites.
