Default Speed Sensor Question (I did a search)

Hey everyone, I searched through the threads about this before, but nothing really helped with what's going on with mine. My bro and I have been trying to figure this out, so i hope you guys can help. here's whats going on.

I have a D16 motor/trann (5spd) with if I remember is a 92-95 Civic Sensor. and installing into a 95 LS cluster. Have 2 speedos (1 complete cluster, but 2 speedo gauge parts swapping in and out of the 1 cluster) this is how far we are:

hooked it up and got check engine light out
first one
does nothing

2nd one
pegs at 60MPH
even when the key is "ON"

it's a 3 wire speed sensor, so i'm pretty sure I have the right one, and we have it hooked up to the ECU correctly (pin B16), let me know if you guys have any ideas of whats going on and what i can do to help get this working

thanks for any/all help
