DO NOT SKIMP on suspension. You'll only end up replacing it later and wasting money. If you want coilover sleeves, get yourself some Ground Controls and some decent shocks.

For the money, you cannot beat a set of Koni sport (yellows) shocks, and a set of Ground Control Coilover sleeves. You can choose from any spring rate that eibach makes (on your coilovers), and it only costs a tiny bit extra. Also, GC coilovers and Koni shocks are warranted for life and have the best customer service in the biz...

Should be around $800-$850 shipped for Koni Sports & GC coils. Just make sure you order Ground Control sleeves that are specifically made for Koni shocks (they have a special mounting style).
I drove around on GC coilovers (lowered about 3") for almost 5 years with stock shocks. I never had a problem with my shocks blowing out or anything, but I always drove extra carefull. Plus, streets here in Vegas are relativly nice. I never got a camber kit, and I don't really feel that they are necissary either. As long as you get an alignment after you lower it, your tires will not wear on the inside (it's bad toe settings that wear your tire edges). Plus you get increased cornering ability with added negative camber. I also think that changing the length of UCAs messes up the factory suspension geometry (that why they are non-adjustable), and increases the vehicles bump-steer. No I don't have any evidence to back that one up...
Getting sleeves first will end up costing you more money in the long run (even if you do the work). This is because the sleeves for OEM style shocks, & Koni shocks, are completely different. If you ever switch to Koni shocks, you will need to purchase new GC sleeves, and re-use your old GC springs. The Koni shocks have a special spring perch that sits on an adjustable snap ring. The snap ring can be raised or lowered to adjust ride hieght. The GC sleeves for Koni shocks are designed to sit directly on the snap ring instead of the spring perch (like the OEM style ones). Koni says you cannot use coilover sleeves unless they sit directly on the snap ring otherwise you will eventually experience catastrophic spring perch failure (as seen in this thread).
I went this route though, and I was very happy overall. It ended up costing about $100 extra, but I then sold my old sleeves for $30 a pair, so I'm only out $40...
