Fan not coming on
94 del sol si.
I let the car idle yesterday for about 15 minutes after a long drive, when i noticed steam coming out of the hood. I opened the hood and noticed that the fans were not on and my fluid bottle was boiling. What are the steps to diagnosing this problem? The radiator, water pump and hoses are brand new >1000 miles on them.

i had the same problem on my delsol its the sensor thats on the thermstat housing...to test un plug the sensor and stick like a paper clip in the harness plug and if the fan comes on then its the sensor thats bad....
this is located on the thremastat housing its on the back of the motor you'll see your coolent lines from the raditor going to it then the sensor is on the housing there is a harness clip that goes into it unplug it a stick a paper clip into both sides of the harness and if the fan comes on your snesor is bad the sensor is like a 5/8 (i think) brass lookalike bolt that just unscrews from the thermstat housing.......let me know if this works

Wrong.
There is what is called a thermistor that operates electric fans at a certain temp. The thermostat is just a fancy valve that only controls coolant flow.
If your fans are not working I would check the fuse. Then I would run the car until it is rather warm and check for voltage at the fan switch (thermistor). If there is voltage getting to it check the voltage drop across it. If no voltage or very little voltage drops across it then your fan switch is good, if alot of voltage drops across it(i.e. more than .8 volts the switch is bad. The switch is the most comon problem that I have seen.
One more thing, turn your a/c on and see if the fan operates. I don't remeber if those were wired together on your car or not but they very well could be.

YOUR WRONG........ I HAVE A 93 DELSOL I HAD THE SAME PRBLEM WITH MY CAR AND IT WAS THE SENSOR ON THE THEREMSTAT HOUSING THATS HOW I TESTED IT AND THATS WHAT THE PRBLEM WAS..................
