If you want to make more then 200hp reliably you'll have to build up the bottem end (Pistons,rods,arp head studs,etc)..And you'll be well over the $2000 mark with everything..

But if youre happy with like 200hp you can do it with less then 2000..
-Get a small turbo..14b,t3,t25,etc..
-Use a std manifold or hf manifold with an adapter plate
-Get a intercooler from a junkyard off a talon,saab,starion,conquest,etc..
-Make you're own intercooler piping..Jcwhitney.com,jegs.com,kteller.com,etc..
-450cc injectors(from a 89-94 turbo dsm)..
-1g dsm blow off valve
-Wideband o2 sensor and gauge
-Run turboedit if you're staying pre-obd
-Get a good clutch
You'll need some other parts..

I have a friend with a 90 crx si..He has std manifold,dsm intercooler,dsm 450cc injectors,t25 turbo,exedy organic clutch and ubderdata..and he made 201hp and 196ft/lbs on the dyno and runs high 12s with some slicks..And he gets a full 10psi of boost by only 2200rpm..You cant beat that..

so what motor should I go with zc DOHC or D15b?

Dohc zc is better to me..Its dual cam,1.6liter,and is pre-obd so its an easier swap..

If you can get a DOHC ZC from hmotorsonline.com That is where I got my motor from. I am gonna turbo my ZC my self. My goal is also around 200 hp. I have read over at http://www.thezcr.com that you can get away with 200hp on stock internals as long as you have a good tune.

What tunning program should I be looking at for obd 0. Im going to be getting the 92-95 greddy turbo kit if that helps.

Turboedit(Free) or zdyne..

Are you sure you want to get the greddy kit?You said you only hade $2,000 to spend and the greddy kit with a bov and intercooler is more then $2,000..

2k?

get a cable tranny b16a, then save save save and turbo it a year later.

i just cant imagine doing all the swap work and getting done and either having a single cam turd or a dual cam 110whp/90ftlb turd. sorry no offense to d series fans.
