Default Valves, Valve springs, Valve Seals, and Retainers

What are a good set of valves/valve springs for a turbo setup that will also work for NA and what kinda of retainers would be good.

He didn't give any info on the car/motor, or what his plans are other than possibly turbo or all motor, so I figured I'd fill you all in and save him the trouble:

Hes talking about his Spoon Chevy 350 with ITBs hes got chillin' in his backyard, waiting to be dropped into his JDM Scooter with built in JDM Ritalin dispenser. He doesn't know if he wants to go turbo, all motor, or supercharged, so he decided on all 3.

it's a ls motor with 403 crower cams

I would go with crower retainers and springs and stock valves. No need to upgrade the valves unless it is a hardcore n/a engine imo.
