Default boost or go all motor?

Hey guys.... just looking for a little advice. I've got a 93 hatch with a JDM b18c in it. I've got a budget of just under 2k. For that amount, should I go with a turbo (boost 7 lbs. or 8 lbs. for reliabilty) or get "all motor" work done? If you suggest all motor, please let me know what kind of mods to keep me in my budget. My goal would be to run in the 13's as a daily driver.

I'm sure this question has come up before but I haven't found it yet. Thanks for the help....
