Default starting problems?

I have a 90 crx si w/b16a pr3 ecu vafc golden eagle fuel rail an FPR header 2.50" cat backall emitions are hooked up. Iits been doing this for atlest 2 months now, I have changed the cap and rotor a year ago just did a tune up plugs wires checked the timming its right on. fuel pressure is @ 40psi there are no fuel curves done on the vafc havent had it dynod yet. the car turns over about 3 cycles and I have to give it some gas to get it to start it iddles rough but when driving it runs good it bogs some times though. any help would be greatly appretiated thanks. I am also throwing a code 3 wich i believe is map sensor

Could it be from a fouled fuel filter? Mine's not starting either, and I'm wondering if that might cause it to not start?
