car sways in water..

The past few days have been raining and when I drive my car it feels like the car kind of sways from side to side a little. I know that I need to change my inner and outter tie rods but would this be causing the swaying? the front tires also have low thread so this could also be the problem...it sort of feels like the back is the part that is swaying and then I correct it with the steering...what are your thoughts on this problem?
So, how do you fix the (hydorplaning)?? Im having the same problem with my 00 Si, it can be wet or dry. I feel it when I'm speeding. I have new tires, new suspension, new tie rod, ect. This start happening after I took the sway bar off to isntall the new suspension. I think, it has to be someting with the sway bar. I'm getting ready to buy a sway bar for 98 Itr wich is 23 mm, this might fix the problem. Let's see.
