Default steering problems

when i turn my wheel at low speeds or at stop i hear a squealing sound that never happened before . it only occurs i think from the first revolution either side, not from lock to lock. i dont think it makes the sound at speed, but i could be wrong. also, my tire has a bubble that ive yet to replace, could it just be coming from my tires? can anyone give me ideas on what could be wrong ? im a newb. thanks
