Default idle problem

92 Accord - second owner. Just taken to dealer for new clutch, shift seals, water pump, timing belts, rear main seal. Has about 800 miles on the work and all of a sudden now when you are on the way to stopping or stopped it will just about die.
Usually around the 20mph mark and under. The tach will go to just about zero and then fluctuate up to about 300 and then dive down again for about three or four times and then hold around 300.
Any thoughts?

Haven't adjusted the idle yet, but the diving thing is the biggy. Also read the article on checking the codes of the harness. Does this work for you folks or is it hit and miss?
