Default different rev limiter in defferent gears....

I swapped a d16z6 into a 91 HB DX. I am using a P28 ECU and 88 SI tranny.

At times the car will hit limiter a 4K while other times at 5K. It also only reaches to about 6.8K as rev limiter. This happens in different gears. Anyone have an idea what may be causing it? All my grounds are hooked up and other wise the motor runs strong

BTW, I have a CEL for Code 41. Will this cause to run limp mode?
