my '95 had this problem for a day until it disappeared.
apparently the shift lock actuator is is not allowing shifting when the brake petal is depressed.
i inserted a key into the designated slot near the shift **** and released it. car could then be shifted and started in neutral as best as i recall-it's been awhile.

Simpler test. Push in on the brake pedal and listen for a clicking sound coming from the center console. If there is no clicking sound the the shift inter-lock switch is bad and needs replaced.

not true turbowa you could have a bad fuse for the shift lock solenoid and you would not hear any noise 99.9 % it has been brake switch system,, fuse or switch itself

I replaced a fuse under the hood and it fixed the problem right away.
