Radar detector functionability/location question...
I know that in the instructions it states the detector should be placed near the windshield, but I have a question and am looking for credible advice.
I was wondering if a radar detector would still pick up a clear enough radar signal if it was to be mounted on the bottom side of the dash and to the right of the steering column.
My radar detector's make and model is: Cobra - ESD9110.
This will be mounted in a Civic.

your radar detector would need to be mounted on the windshield because it needs to detect, and radar does not pierce through metal/plastic as well as glass does. unless you had a remote mounted display.
Look at your radar. It should have something that looks like smoked glass (usually red), similar to the end caps of older remote controls. The radar pickup is mounted on the other side of this. Because of this, it must be exposed to the clearest possible sight of a cop. The more things you have obstracting the radar, the less it will pick up. The less it will pickup, the less it will report to you and thus render itself less and less useful.
Get a Valentine, and mount it either on your windshield of get a concealed display module. Nothing better out there.
