Default Odd Electrical Situation

Hi all. I have a stock '96 Honda Civic EX. I am having an electrical problem.

Problem:

Sometimes my power windows don't work. The same thing goes with my blower fan for the heater. Then there is the dash lights. When my headlights are not on, I can see the shift light that illuminates which gear I'm in. But sometimes, when I turn my headlights on, the the dash lights do not come on, and the shift light goes off. Now the cruise control light, blinkers, and low gas light, and the others always work. Then at other times, the dash illuminates just fine. And as a sidenote, all the gauges, speedometer, gas, oil, always work.

What I've tried:

I have checked all of my fuses. They are all good. I've used a continuity tester on all the plug wires leading out of the fuse box. They all check out good as well. I hotwired power straight into the power windows and the blower motor, and they checked out as working.

I'm not sure what else to do. If you have any ideas or suggestions, feel free to let me know. I have the whole dash off right now, and I'm willing to try anything.

my diagnosis: sell the car.

hahah no: but i just read that and got a headache, i wouldnt even know what to look at. must be some type of short.
