Default fuel pump issue

my friend just installed a 255 walbro fuel pump in his car. when the car is low on fuel the motor starts to sputter.
anyone have any ideas on what the problem could be?

If more info is needed let me know

yea, how LOW is LOW? IF its running on fuel vapor it will cause a sputter. And if it ONLY acts up at the level of gas in the tank just keep it above that level.

it happens at a quarter tank, just filling it up is neglecting the problem... im gunna have him hook up a fuel pressure gauge and see where its at when it hits the 1/4 tank mark....... if anyone has any ideas lets here them
