Does anyone make a 3" diameter CAI for the CRX?
Sounds like your ground even though you sanded down. Just incase, double check your power wire on your starter, that has caused trouble many times, it might have got yanked off in the process. Also double check you positive wire into the box and make sure that you fuses in that box are all good.
Injen with IceMan Cold Air Addaptor..But I think that IceMan makes a larger Diameter Intake for 1.8 swaps in EF's.

What do you mean ground to my thermostat ? You lost me there. I also made 2 grounds in the back, liek they do stock. Still , lights will come on radio etc. Just no motor. Are you sure the AEM 99-00 intake will fit before I go and buy it . ?

Ah gotcha. Yea it was attached. It started up fine when i moved the battry back up front. S o it has to be a ground, But damn where do i ground this thing in the back. Its impossible lol
Is your battery new? You should check the voltage you're getting at the front of the car. You might not be getting enough power up there to turn it over. What size cable are you running? If you ground down to bare metal and it's still not turning over, it's gotta be either a connection, a fuse, or the battery just isn't up to the task of pumping enough voltage through 15 feet of wire.
