I would stick with Toda Racing tip. ITR OEM valvetrain is good for 8400!

MUGEN ECU + STOCK valve train = 9100RPM fuel cut-off.

Mugen valve springs are NOT stiffer then stock. Apparently they are treated in some fashion which reduces the chances of failure at elevated engine revs.

Yeah, but you're not making power a top end unless you go with a bigger cam and port tune to make power at that specific rpm.

NOT MAKING POWER?

Ask ANY good race engineer about where the optimum shift point will be for ANY engine and he will tell you that in order to extract the most from ANY engine you MUST shift well past the point where the engine delivers it's peak power.

This ensures that the engine lands further up in the power band when the next cog is engaged.

It is all about the area under the curve! The more of it you can grab as you run through the gears the faster you will be. Shifting at higher revs while the engine output is dropping is one way of achieving this.

Remember that while the engine may not be making peak numbers above 8500RPM with the stock cams, the numbers are still very useful and a heck of allot better then the numbers at 5700RPM (where you would find yourself if you shifted at 8400RPM).
