really low idle

I don't want to jack this thread, but I thought I could ask a quick question. I try to adjust my idle with the screw and it does nothing. I mean I can crew it in or out and there is no difference. I don't get it. Usually my low idle problem is when I let off the gas quickly the idle drops really low and stay's there. If I drop it slowly it's fine. I am at a lose because I can't figure out the problem. I do get a surging idle when engine is warming up. Can someone help me? I am losing my mind!

The lowest I have seen my idle go was 400-450rpm. Didn't stall but it's way to low. I have had it with my intake manny. I think soon I will just replace the whole thing, but we will see. Anybody want a D15B7 intake manny with only 101 xxxkm on it in about a month or two?
