i tried to link to the pic but i kept getting a red x.
um if i am looking at it correctly, i have never seen that hole used. i use it to pic the engine out of the car with but never seen it used for anything else. i think it is 10mmx1.25 if i remember. but i dont know why oil would pour out of it as it is a blind hole. go figure. i have seen weirder. g/l anyway.

totally random guess(too tired to think alot), but could that be where the vtec solenoid hooks up?
i'm at school so i can't look at my car, and don't feel like lookin up pics of assembled heads online
if that was a d series it would not be for the vtec soleniod, it would be on the other side but since it was a b series i cant really help ya.....
naa vtec soleniod is higher..but its like right under that...i thought it ws just a blind hole first..but not when i went to start it one time and my freinds yelled at me to turn the car off..right now i have an old oil sending unit plugging it up until i can find the actual bolt..so anyoooone else that has an idea..let me know
if thats the intake side
nothing is on my b16 for that hole
if thats the exhaust side
its a 10mm bolt with a washer

Screw it.
Screw it.
that bolt hole along with the lower distributor bolt hole are a great way to pull/put the swap out/in the car.
Otherwise it serves no purpose. Yes that is the intake side of the head and the vtec solenoid is on a different side of the head.
No oil should come out unless someone threaded a bolt in the hole to far and cracked the head.
