Yep got it running tonight, my 500$ 91 Civic Standard is now faster than any 2002 honda except the s2000 
So after a long ordeal which involved 6ft streams of gas volcanating from the spark plug holes (long, drawn out story), it finally started up on the 5th crank and ran like a dream.
A few questions....
1) Does anyone know what the timing should be set at on a JDM B16a?
2) What else maintenance wise should i do... already did all new hoses, thermostat, new radiator, new vacuum lines, new gaskets, fuel filter. Valve adjustment is tomorrow.
3) I think my 3rd and 4th gear synchros are fuxor'd. I scratch whenever i shift quickly into either gear. If i double clutch i can avoid scratching 75% of the time. The tranny has brand new redline MTF fluid in it....will it get better once the oil has time to penetrate more? Also, im using the HCP linkages with a DC shifter, the throws are shifter-cart short and i hate it, but im stuck with it for now. Could this be a possible problem as well?
4) Distributor cap and rotor- what USDM model do i reference?
5) I need a tach bad (no, a monster tach is not an option
), using a PR3 in a civic std., will the Si cluster bolt in or do i need to rewire?
Also, did a back to back comparision of a stock pr3 and a friends spoon chipped PR3 tonight...needless to say the spoon ecu is staying in my car, highly recommended!!!

Timing from my '93 teg Helms for both the B17A and B18A is 16 +/- 2 deg BTDC, I'm assuming it's the same on the B16A. Distributor parts are from a '90 Integra.
Autometer makes 3-3/4 inch tachs if you're not too keen on the idea of a 5"...can't help ya on what is needed to do an Si cluster.

I'm told that any 90-91 civic guage cluster plugs right in (not the 88-89) I'm doing the swap today, I'll let you know.
Who'd you get your motor from? How was your experiance with them?

Get rid of the short shifter. Eventhough you do have the HCP Shift Linkage, the short shifter isn't a great idea. Most cable trannies shipped over aren't perfect, but the short shifter and/or cut shift linkage is the problem, mostly. So, switch the shifter and see if that helps, if not, check your synchos.

2. Timing belt, waterpump, plugs. You may have to call Monarch (NGK distributor) to get the right plugs.
3. They just do that. Try finding a 92-93 Integra GSR YS1 tranny. They don't have the same grinding design.
4. Actually, any 88-91 Civic/CRX or 90-93 Integra cap will work, you may have to dremel the square notch in the right place to get it to fit.
5. Isn't it fun shifting past all the USDM incrementation? If you want a direct repacement cluster with the right tach (9.5K), but don't want the hassle of wiring a JDM unit, try getting a cluster out of a Civic/CRX VT from the UK. As you can see, they are in MPH. THey look like this:

Get a VTEC controller (Fields or V0AFC), they both have tachs built in to them, and you can put it somewhere to make it stealth ... not to mention all the tuning abilities!!

Trust me, i wouild like to do nothing more than exactly what you said. The problem is that unless i am just a retard, when i had the stock shifter on the car, the linkage would not bolt up because it needed a longer shaft on the shifter to sit lower. I know that made no sense, but the only way i could get the linkage to bolt up at all is to use a short shifter. I really do hate it, but it looks like HCP designed their linkages to work with a short shifter only.
Ill also give the stock honda oil a shot and see what happens. But for now, im stuck with having a fast and furious sound clip shifter

It worked!!!! '90 civic wagon 4wd guage cluster w/ tach plugged right in to my '91 HB STD
the wrecking yard said the 4wd one wouldn't work, but since it was my 8th wrecking yard that day, and i was running out of options, i decided to give it a shot.
I'll post pics as soon as i have them ready.

Plugged in a crx si cluster and it fired right up and greeted me with a handy rpm indication

How high does the tach go on the Si cluster? (wagon cluster goes to 8000, spedo to 125)
I was just getting on to tell you i've got pics posted on my website, I retained the original odometer reading in mine so I took "how to" pics. but if you already did the swap, I guess you don't need it.
