Default civic si

ok i picked up a hatch from the police auction and the water pump seized breaking the timing belt. i replaced them both and for some reason the car bogs out at 4k rpms. i replaced the plugs wires cap rotor and the fuel filter. could this be a bad head? i even used a dizzy from a perfectly running car and i still got the same problem. what could this be? i am confused!!!!!

Try replacing the temp sensor.. The civic will go into fail safe mode and will not go past a certain rpm if it is bad....
