Default HP Loss?

I was just looking at import tuner's site to see how mods respond to the gs-r's engine (thinking of swapping a b18c1 into my 92 civic)...But i noticed it says the baseline hp is 144.7...Did this GS-R lose 26 hp from age? I know when cars first come out, their hp numbers arent exactly what they're supposed to be...but still...26hp? Could it be whp?

If you look on import tuner's site...most of the other cars have the same issue..

advertised HP is measured at the flywheel. When you dyno, it`s measured at the wheels. 170 to the flywheel = 140`ish to the wheel
