3500 rpm stumble

3500 rpm stumble
Just finished eng swap on SI with a D15 vtec.. ran good for a couple of days
then the main relay went out .. Replaced it now we have a 3500 stumble.
Eng won't rev past 3500 rpms .. took the injector rail and injectors out cleaned
then re assembled ran great for 15 minutes then it does the same thing..
Changed the FPR and it ran great for about a minute..
** run great means it reved past 7000 with no problems****
Thinking about running a fuel pressure test..
Any suggestions
